What is the CLMA® Value Proposition?

The CLMA® Enables Labor Risk Management

The Construction Labor Market Analyzer® was designed to help you manage risk, reduce contingency and save money on the labor component of projects by providing reliable, actionable labor market data and intelligence.

One way we accomplish this is by building an outstanding supply and demand database. The CLMA® collects capital and maintenance project information directly from owners, Dodge Data & Analytics and/or its own market research, and contains about $4 Trillion of put-in-place project data more than 5 years out, representing hundreds of owners and about 3.5 million projects throughout the United States.

The CLMA® also collects skilled labor supply data directly from contractors, unions, labor brokers and self-performing owners in order to better understand the supply of craft workers throughout the U.S., rather than having to rely solely on the U.S. Bureau of Labor (BLS) data.

The CLMA® uses this robust database to produce reliable, market-based project planning data to help you control and avoid labor costs and challenges. Through the collaborative CLMA® platform, industry stakeholders can share information as never before in a secure, anti-trust protected environment where all data is aggregated to ensure confidentiality and yet provide actionable labor market intelligence to the construction industry.

The CLMA® helps you quickly and easily identify labor risk for any non-residential construction project, anywhere in the U.S., up to 5 years out, and then analyze your risk mitigation options for more effective planning. The key to this risk planning is reliable labor market intelligence. That’s the strength of the CLMA®. Owners trust us with information that facilitates project-based demand projections; and labor providers trust us with information that facilitates payroll-based supply availability and attrition projections. The CLMA® tools and services are the collaborative environment where information is shared confidentially, providing high-value data to improve how labor risk is understood and projects are executed.

The CLMA® represents well in excess of the critical mass of industrial project data need to ensure reliable outputs. But we aren’t done, and never will be. The marketplace is dynamic and so is the CLMA®. In addition to the real-time, online data, the CLMA® produces analytics and skilled labor gap analysis with macro-economic context. To ensure completeness of data, the CLMA® models projects that are known where the owner company is not yet participating. As those owners begin participating and inputting their projects, the CLMA® projections are removed to prevent project duplication.

The CLMA® Helps Manage Labor Imbalance Impacting Project Outcomes

Effective skilled labor planning for construction projects is essential, regardless of the presence of skilled worker shortages. With labor on major industrial projects consuming about 40% of the total budget, the earlier the labor risk is known, the more effectively you can manage the risk and control of your project’s cost and schedule.

Skilled labor shortages dramatically increase risk; and unfortunately, skilled labor peak demand risks are again impacting the U.S. construction marketplace. Worker attrition and retirements continue to diminish skilled worker supply reprising a familiar challenge – will the right workers be in the right place at the right time to meet demand?

Experience proves that skilled labor risk significantly impacts cost, safety, schedule, productivity, quality and much more. The earlier you know what to expect, the better you can plan and improve the outcome.  The CLMA® helps accomplish that goal.

CLMA® Market Intelligence Improves Project Planning

Historically, it has been difficult to get reliable data on labor market supply and demand for a specific area. The Construction Labor Market Analyzer® was designed to address this lack of useful 3-5 year demand outlooks, which have been a key impediment to industry performance.  The CLMA® is a sophisticated, powerful, easy-to-use tool that produces actionable, dynamic labor market intelligence by craft for any area of the U.S. providing a reliable picture of the craft labor situation for a specific area.  This labor market data provides clarity, enabling more effective project labor risk and human resource planning.

Developed in alliance with the Workforce Development Committee of the Construction Users Roundtable, the CLMA® uses information collected from a range of sources across the construction industry that is aggregated thoroughly and refreshed every 90 days to provide a comprehensive understanding of craft labor supply and demand locally, regionally and nationally. The CLMA® enables the user to visualize skilled labor supply/demand imbalances and help eliminate typical “going out of business” curves that frustrate the ability to adequately plan.

The award-winning CLMA® provides information needed by industry to make informed project planning and human resource decisions and by government to establish effective policy. The CLMA® is a reliable, confidential tool that helps construction industry stakeholders increase construction industry productivity and efficiency levels on a sustainable basis.
